Mastering the Art of Assessment Validation and Validating Assessments

With registration, RTOs must juggle many responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, where validation often causes the most anxiety.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

As per the standards, two kinds of validation are required.

The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.

The second type of validation verifies assessments are conducted according to the principles of assessment and rules of evidence.

This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.

The Fundamentals of the Two Types of Assessment Validation

An Introduction to Assessment Validation

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also called pre-assessment validation, pertains to ensuring all unit requirements are addressed, as outlined in the first part of the clause, ensuring total workbook compliance.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

Steps for Conducting Assessment Tool Validation

With a clear understanding of the two types of validation, let’s focus on assessment tool validation.

When Should You Conduct Assessment Tool Validation?

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Therefore, any time you obtain new learning resources, assessment tool validation should be completed before students use them.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Still, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- resources are updated by you
- add new training products on scope
- when course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk

ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

Choosing Training Products for Validation

Remember, this type of validation is to ensure all learning resources are compliant before use. All RTOs should validate all unit resources.

Getting Started with Assessment Tool Validation: Resources Needed

Teaching Materials

Given that you are conducting assessment tool validation, you will need the full array of your learning resources:

Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.

Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Validation Board

Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

Your validation panel must, as a group, possess:

Relevant vocational competencies and industry skills for the unit being validated

Current knowledge and expertise in vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or the successor version

Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can act as evidence that you have validated your resources before they are used by students.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

A more detailed template is highly recommended for inspecting each unit requirement and the assessment items that align with them. Below is an example:

Assessment Basic Principles
Fairness – Does the assessment process provide equal opportunity here and access to everyone?

Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?

Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?

Essential Rules of Evidence

Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:

Be Consistent with Your Teachings

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappying

prepare bottles, bottle-feed babies, and clean equipment

solid food prep and feeding babies

respond appropriately to baby signs and cues

prepare infants for sleep and settle them

monitor and foster physical exploration and gross motor skills appropriate for the age

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

Full or Not Competent

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Could You Be Clearer?

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What type of information can be included in a work package?

Answers might include:

Compulsory resources

Applicable expenses

Time required for activities

Assigned functions and responsibilities

When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolation of work area, engineering, PPE

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolating, use of engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
